Building the face of new India

Larsen & Toubro (L&T) constructed the Common Central Secretariat (CCS) Building 3, Kartavya Bhavan-3, in New Delhi’s Central Vista, inaugurated by Prime Minister Narendra Modi on August 6, 2025. Spanning 48.11 lakh sq. ft., this modern, sustainable office complex houses over 16,000 officials from ministries like Home Affairs, External Affairs, and Petroleum & Natural Gas. Our scope included construction and operation & maintenance for CPWD. CCS Buildings 1 and 2, also under construction by L&T, are progressing to further transform the Central Vista.

The project showcases monumental efforts: 5.3 lakh cubic metres of concrete, 12.5 lakh cubic metres of excavation, 99,000 sq. m. of stone cladding, and over 1 lakh bespoke furniture pieces with 300+ designs. Innovations like 302 factory-made modular toilet pods using precast technology accelerated construction while ensuring quality.  Kartavya Bhavan-3 sets a benchmark for secure, eco-friendly infrastructure.
